Senate approves rules to reduce greenhouse gas emissions

Minister says change will continue fight against gun release

The Senate Environment Committee approved, definitively, the project that includes, in the National Policy on Climate Change, rules that, when implemented, will help reduce the emission of greenhouse gases. Among the priority actions included in the bill (PL 4,364/2023) are the restoration of native vegetation in priority areas; the control and prevention of deforestation; the valorization of natural resources and incentives such as payment for environmental services focused on maintaining, recovering or improving vegetation cover.

Actions to support research and development of renewable energy are also listed; the promotion of energy efficiency and the restoration and recovery of native vegetation in priority areas for water resources and biodiversity.

The expectation of legislators is to enable, on an increasingly larger scale, the adoption of urban and road transport powered by renewable energy. In this sense, the project creates economic mechanisms that make low-carbon technologies attractive to the private sector, in order to facilitate voluntary adoptions.

Furthermore, it seeks to favor and stimulate research that seeks the development of renewable energy sources, as well as providing greater energy efficiency for the country. Coordination between federal entities is also planned to target public and business policies aimed at low-carbon agriculture and low-emission techniques in the industrial sector.

The project’s author is Senator Astronaut Marcos Pontes (PL-SP). The rapporteur was in charge of Bene Camacho (PSD-MA). Pontes highlighted that the proposal aims to improve the National Policy on Climate Change and accelerate decision-making by society. “We can no longer wait. The deadline has passed. It needs to be done today. It’s not just Brazil, but the whole world has to come together”, said the senator.

According to Camacho, the project makes low-carbon technologies more economically attractive to the private sector, by combining economic incentives, technological development and specific sector policies. According to him, the proposal demonstrates “potential to contribute significantly to the country’s climate mitigation efforts”.
