“The authorities have not shown an effective strategy to combat this threat that affects our quality of life and the possibility of working in peace. None of our activities, regardless of size or sector, is safe from extortion. Industries, wineries , beauty salons, restaurants, hardware stores, textile stores, transporters and even soup kitchens are daily victims of this scourge; we live under the siege of organized crime that has taken control of the country in the face of the alarming absence of the State,” it reads. in the statement.

The document—which is signed, among others, by the National Society of Industries, the Confederation of Private Business Institutions (Confiep), Adex, Anacap, and the Lima Chamber of Commerce— demands that Congress and the Executive make firm decisions regarding the insecurity “that governs Peru in the shadows” –
“There is a parallel government: organized crime and it is winning the battle against the State and destroying the country,” they denounced, after warning that to this whole panorama “is added the advance of illegal economies such as illegal mining that has infiltrated political power with blood money.”
Along these lines, the unions demand Congress to approve, in the shortest possible time, the bill that classifies the crimes of extortion, hired assassination and carrying weapons of war as urban terrorism, and to toughen the penalties for those who commit them. Likewise, that the last modification to the Penal Code that relaxed the prosecution of organized crime be repealed.
“It is also essential to strengthen the institutions in charge of repressing crime and the administration of justice such as the National Police, the Public Ministry and the Judiciary. Without political decision or firmness, Peruvians will continue to die, businesses will close and we will have left Peru in hands of organized crime. Don’t let them win the battle!” the document concludes.
