“If two people attack you, there is a 100% chance that you will lose; if one person tries to attack you, you have an average of 50% chance that it will not happen,” he said.
The municipal authority assured that more than 600 thousand motorcycles circulate in their district. “Buying a motorcycle is like buying a skateboard.” In addition, he added that “more than 70% of motorcycles do not have valid SOAT.” He added that although “it affects the right people,” he considered that “we are at war.”
De la Rosa pointed out that the Legislature must take drastic measures to combat crime and detailed that this measure lasts only six months so that it “works hand in hand” with the state of emergency declared in 14 districts of Lima and Callao.
“I believe that our Congress, regardless of political differences, (carry out) radical actions immediately (…) The intention is that only the motorcycle is operated by the driver for six months so that it works hand in hand with what is the declaration of emergency and our Armed Forces. Otherwise, this will worsen,” he said in Exitosa.
On the other hand, the mayor criticized the proposal to classify the crime of urban terrorism. In that sense, he indicated that the term criminal and terrorist should be kept separate.
“We are confusing a terrorist with an ideology (…) today criminals have no ideology or codes. Our Ministry of the Interior and the Ministry of Defense have to take different strategies. We cannot mix the two. We have to differentiate what is an criminal and what a terrorist is (…) The social convulsions that are generated with just right (…) I think we need to listen a little,” he indicated.
