Back up. The Minister of the Interior, Juan José Santiváñez, announced last Friday the suspension of the trip to the United States of the Police Commander, General Víctor Zanabria, so that he could participate in a study conference.
He did so, in an interview on RPP, when he had no other way out after receiving a shower of criticism for the state of emergency decreed, in 14 districts of Lima and Callao, by the Government, due to the wave of extortion and citizen insecurity in the capital.
The decision came as a surprise. This, because he had just granted permission to Zanabria to take a “study mission” trip to Boston, United States, starting next Thursday.
Through a ministerial resolution, Juan José Santiváñez authorized PNP General Víctor Zanabria to travel to the United States for 7 days to participate in a conference. However, the minister assured RPP that Zanabria will not travel.
Last Wednesday, through a ministerial resolution signed by the head of the Interior, the permit was given, valid for seven days, between October 17 and 23.
Zanabria’s trip was going to take place in the midst of the state of emergency declared in 13 districts of Metropolitan Lima and one in Callao.

The former Minister of the Interior, Carlos Basombrío, criticized Minister Santiváñez’s decision in his X account.
“He authorized the PNP deputy general to go to Boston in a state of emergency. But as it became known, they backed down.
A bunch of incompetents who don’t realize what the country is going through, until their hands explode,” he wrote on his X account.
