INABIE socializes the draft of the specifications for the school lunch tender

(INABIE) began this Wednesday the socialization of the draft of the Specific Conditions for the next lunch bidding process.

National Institute of Student Welfare (INABIE) began this Wednesday the socialization of the draft document of Specific Conditions for the next process of lunch tender in the Extended School Day centers for the 2022-2023 and 2023-2024 school years.

This is the first time that INABIE has carried out this process with the aim that citizens and interested parties can learn about and participate in feedback on the specific criteria of the new bidding process.

Why socialization?

The initiative is part of the vision of the Executive Directorate so that these tenders are carried out in accordance with Law 340-06 on Public Procurement and Contracting, which establishes the general principles and regulations related to State goods, works, services and concessions.

“With this process we want to eliminate any discretion of the administrator of the processes and establish clear criteria for the allocation of rations to those who comply with what is established and thus guarantee the service that our students deserve,” said the executive director Víctor Castro.

With the socialization, the general public, as well as the actors in the process, will be able to comment on the specifications, and viable suggestions adjusted to current legislation could be included when the document is made official in the Transactional Portal.

Where to see the draft and how to send comments?

The draft can be viewed in the news section of the institution’s website inabie.gob.do where it can be downloaded, and observations or comments on its provisions will be received until next Sunday 27 via email [email protected]

The current legislation allows the contracting entity to socialize these documents when the complexity or the amount of the contract justify it.

In addition, the draft was shared with the General Directorate of Public Procurement (DGCP) with whom a technical table has also been established so that the governing body can give its considerations in this regard.

About the draft

The INABIE Purchasing Department clarifies that the draft “does not constitute the official document to be used for the processes carried out within the framework of the contracting of food ration supply services in the Educational Centers of the public sector in the modality of Extended School Day”.

In that sense, “the clauses and conditions that appear in it could be modified, eliminated or even added new ones, as a result of subsequent revisions and of the observations and suggestions resulting from socialization.”
