INE has more than 20 thousand workers for the election of judges

To organize the first election of judges in Mexico, the National Electoral Institute (INE) has a structure of 20,017 workers, the majority with experience of more than five years, with a range of benefits for base salary and benefits.

This week, the national electoral authority, first the Federal Electoral Institute and now the INE (since 2014), celebrated 34 years of existence and maintains a generous list of budgetary positions and permanent fees, both for technical and operational personnel, as well as a unique system of specialization, the National Electoral Professional Service (SPEN).

This column, the SPEN, currently has 2,256 members who are hired, promoted, receive incentives, meet performance evaluations, goals, and are even fired based on complex processes previously established in district and local boards, as well as in the central offices of the INE, in addition to personnel of this type in state electoral institutes, better known as OPLE (Public Local Electoral Body).

The SPEN network has delivered more than 7 thousand incentives per contest throughout its existence, since 1998; most of its members are over 30 years old; There are a little more men than women and, according to their level of education, last June 21 had a doctorate, 423 had a master’s degree, 1,755 had a bachelor’s degree, 48 had a specialty and 241 had a high school degree.

At a general level, the most recent internal human resources report, as of September 30, shows that the majority of the INE payroll (almost 16 thousand) are considered to be in the administrative area and a quarter work in the central offices.

The high command of the INE, presidency and 10 ministries, together has a payroll of 225 people, most of them advisors specialized in electoral legal matters.

Meanwhile, in the Executive Secretariat, responsible for the legal and administrative operation of the INE, there are 38 people.

In turn, in the executive areas, the Directorate of the Federal Voter Registry stands out with 1,538 workers; This is followed by Administration, with 695, and the Technical Inspection Unit, with 654 employees.

The IT Unit reports 509 members, and the Training and Civic Education Directorate, 205, while the Organization Directorate 191, to name a few.

However, in each electoral process the INE hires thousands of temporary workers.

Regarding salaries, as is known, the directors have a gross monthly salary of 234,519 pesos and a total net of 175,439, plus an end-of-year bonus, equivalent to two months of salary, as well as a vacation bonus, among others. The president advisor, Guadalupe Taddei Zavala, said that the salary would be reduced, to remain below what the head of the Executive Branch earns, as established by the Constitution.

The person who occupies the Executive Secretary of the institute has a gross monthly salary of 217 thousand pesos; executive directors, 169 thousand, while advisors can earn up to 78 thousand pesos before taxes, depending on their category. At the base of the payroll, those who earn the least have salaries of 10,839 pesos, recently based on positions such as technical and operational assistants.
