This action is developed within the framework of Legislative Decree No. 1688, which seeks to reinforce the fight for citizen security.

The Vice Minister of Communications, Carla Sosa, led the meeting and stressed the importance of this collaboration between public and private sector entities to develop effective solutions to counteract the illicit use of communication devices in prisons.

It is worth mentioning that Legislative Decree No. 1688 establishes the regulation of obligations and administrative sanctions for telecommunications operators in relation to illegal communications in penitentiary and juvenile centers. The decree was published in the official newspaper El Peruano and aims to guarantee that operators comply with the restriction of telecommunications signals in these establishments, with exceptions for reasons of public safety.

To ensure compliance with these standards, Operating companies must implement technological mechanisms that prevent illegal communications and that support the security systems established by the competent authorities.

The technical table will also address the creation of a platform that allows the exchange of relevant information between the entities involved, which will strengthen the response and intervention capacity in cases of illicit communications.

The technical table will work together to develop technically viable and socially relevant regulations that respond to the country’s security needs.

Representatives of key institutions participated in the meeting, such as Osiptel, the Ministry of Justice and Human Rights, the Ministry of the Interior, the National Police, the National Penitentiary Institute (INPE), Reniec and other entities.
