Elections: gender quota was breached in 700 municipalities

A survey released by the National Observatory of Women in Politics of the Chamber of Deputies shows that the 30% quota for women’s candidacies was not respected by political parties in 700 of the 5,569 municipalities, in the first round of municipal elections, held on October 6 .Elections: gender quota was breached in 700 municipalities

The result was released this Thursday (10) and obtained based on data from the Superior Electoral Court (TSE). The research shows that the quota was once again not met by the subtitles.

Created in 2009, the quota system provides for the allocation of 30% of party candidacies to women. However, the measure was never fulfilled by the parties.

In addition to the quotas to contest the election, female candidates are entitled to 30% of the electoral advertising time on radio and TV, in addition to the same percentage in the division of resources in the campaign financing fund.

Despite this, research carried out by the observatory shows that there was a decrease in the number of municipalities that failed to meet the quota in relation to previous elections. The quota was disrespected by parties in 1,304 municipalities in the 2020 municipal elections.

Fraud

In several recent decisions, the TSE revoked politicians elected by parties that did not meet the representation quota.

The fraud is carried out through the registration of fictitious candidacies, whose female candidates obtain no or few votes, nor make actual expenditures.

By inserting false candidacies, the party simulates a regular situation and manages to register its male candidates to run for office.

In August of this year, the parties that were supposed to comply with the rule approved the Congress the so-called Amnesty PECproposed constitutional amendment to amnesty the fine imposed against parties for not meeting the quota in previous elections.
