Senate issues call to elect or re-elect head of the CNDH

It indicates that people who aspire to occupy the presidency of the CNDH must meet the following requirements:

  • Be a Mexican citizen by birth and be in full enjoyment and exercise of your civil and political rights.
  • Be 35 years of age or older on the day of your election.
  • Have experience in human rights matters, or related activities recognized by Mexican laws and international legal instruments.
  • Not hold, or have held, a national or state leadership position in any political party in the year prior to their appointment.
  • Not hold or have held the position of Secretary or Undersecretary of State, Attorney General or Attorney General of the Republic.

It establishes that those seeking to be candidates for the presidency of this Commission must register starting today, October 10 at 9:00 a.m. until October 15 at 11:59 p.m., through the Senate portal and will have to accompany this registration along with documents proving that they are eligible:

  • Letter signed by the applicants, where they express their express willingness to participate in the selection process
  • Curriculum Vitae indicating your work experience; academic training; specialization in human rights; professional experience in the field of protection, observance, promotion, study and dissemination of human rights, and, where appropriate, publications on matters related to human rights.
  • Proposal for a work program and a description of the reasons that justify its suitability to take ownership of the CNDH with a maximum length of 10 pages.
  • Certified copy of the documents that prove your nationality, citizenship and age, as well as your title or academic degrees.
  • Letter under oath to tell the truth that he has not held any of the national or state leadership positions in any political party in the year prior to his appointment, nor held or have held the position of Secretary or Undersecretary of State, Attorney General or Attorney General of the Republic, governor or head of Government of Mexico City in the year prior to his election.
  • Letter under oath of truth in which you state that you have not been convicted of an international crime that warrants a corporal punishment of more than one year in prison.
  • Telephone number and email account to receive notifications.

The applicant may send, if they so choose, a video in which they present their work project and the support of civil organizations that defend or promote human rights with a maximum duration of 3 minutes. This must be delivered to the offices of the Technical Secretariat of the Senate Human Rights Commission.

Once the registration stage is completed, the Human Rights and Justice commissions will verify that the information received accredits the 22 requirements, and on October 21, 2024, they will publish in the Senate Parliamentary Gazette the list of candidates who have met with the eligibility requirements.

On October 22, the commissions will hold an open parliament to carry out a “broad audit” with social organizations, public and private organizations, as well as promoters or defenders of human rights, victims and groups to issue an opinion on the person who should head the CNDH.

On October 24, the candidates will appear before the joint committees starting at 10:00 a.m. at the Senate facilities. Senators will participate in these meetings, who will be able to ask questions to the candidates; Civil organizations and academic institutions may also participate through emails.

Subsequently, the united commissions will propose to the plenary session of the Senate a shortlist of candidates from which it will choose whoever occupies the position or, where appropriate, the re-election of the current head of the CNDH, and no later than November 8, 2024, it will be published. the results of the public consultation procedure.

The election of the head of the CNDH will be by the vote of two thirds of the present members of the Senate.
