The president of the Senate Board of Directors, Gerardo Fernández Noroña, assured that this procedure will be carried out on October 12, which could last up to 12 hours, since they will have to determine which places will be put to the vote in June 2025.
“The drawing of the positions that will be elected will be held publicly, because half of the people in charge of the courts will be elected this June 2025, (as well as) all the magistrates, circuit court magistrates, all the people who are members of the Supreme Court of Justice of the Nation,” he explained.
The reform of the Judiciary, recently approved by Morena, establishes that in June 2025 the election day will be held to elect judges through the direct vote of citizens, which will be staggered.
That day, all the ministers of the Court, the vacant magistrates of the Superior Chamber and regional chambers of the Electoral Tribunal of the Judicial Branch of the Federation (TEPJF) and the members of the new Judicial Disciplinary Tribunal, as well as the half of the positions of Circuit Magistrates and District Judges.

Of the latter, the positions of circuit magistrates and district judges will be chosen by “raffle” and will be put to a direct vote in June 2025, while the rest will be renewed in an extraordinary election two years later, that is, in 2027.
According to the Judiciary, there are 885 positions for Circuit magistrates, and 750 for District judges, which implies that they will be 818 places to be put to the vote in 2025half of the total.
Added to this are nine seats in the Court, two vacancies in the Superior Chamber, 15 in the regional chambers of the TEPJF, and five magistrates from the new Disciplinary Court. A total of 849 positions to choose from.
Why the “raffle”?
In accordance with the reform, the Senate has until October 15 to issue the call for them to join the lists of the candidates who will participate in the extraordinary election that will renew the Judicial Branch of the Federation.
To this end, the law establishes that the Federal Judiciary Council (CJF) must deliver to the Senate a list with information on all positions of judging persons, indicating:
- judicial circuit
- Specialization by subject
- Gender
- Vacancies
- Waivers
- Scheduled withdrawals
This information, according to the president of the Senate, Gerardo Fernández Noroña, will be delivered, as this was determined by the Judiciary Council. This after the head of the Upper House, the coordinator of Morena in this legislative chamber, Adán Augusto López, and the president of the Court, Norma Piña, met.
“By four votes in favor and 3 against, the Federal Judiciary Council has decided to officially give us the information that is public to carry out the election of the judges on the first Sunday of June 2025,” said the Morenista.
This information must be used by the Upper House to determine the portion of positions to be elected in each judicial circuit, since it must consider vacancies, resignations and scheduled retirements.
Meanwhile, another part of the positions will be selected through public selection “based on the renewal of half of the positions that correspond to each specialization by subject.”
