The Senate is analyzing modifying the minutes that elevate the Youth Building the Future program to constitutional status, in order to guarantee that it has the budgetary resources to operate in the future, regardless of who governs.
In that sense, Morena legislators, together with tax authorities, carry out studies and actuarial projections to provide long-term certainty to this social support, which will be inscribed in the Magna Carta, commented Senator Ignacio Mier, member of the Commission of Constitutional Points and vice coordinator of the cherry bench in that legislative chamber.
The reform to constitutional article 123 was approved in the Chamber of Deputies and sent to the Senate last week.
A paragraph is added to that article to establish that The State will provide monthly financial support, equivalent to at least a current general minimum wage, to young people between 18 and 21 years old who are unemployed and are not pursuing any level of formal education, so that they can be trained for the job. work for a period of up to 12 months in businesses, companies, workshops, stores and other economic units, in the terms established by law

The Constitutional Points and Legislative Studies commissions are scheduled to meet next Monday to review the other amendment to article 123, which guarantees that increases in minimum, general or professional salaries, They will never be below the inflation observed during the last period of their validity

Mier specified that in the case of the minutes on Young People Building the Future, a final review will be made, after which the possible modification will be defined. It is planned what can be ruled, but we are reviewing that there is complete certainty that in subsequent fiscal years no distortion will be generated, especially in the instrumentation and operating rules of the program itself.

The intention, he said, is that the purpose that encouraged the then president Andrés Manuel López Obrador to guarantee that this support for young people always operates, regardless of the government in power, is fulfilled.

The program, he added, requires strong economic resources and they must be secured, since a priority for the government of President Claudia Sheinbaum, in terms of the welfare policy that was announced, is the right for young people to receive support while they are they train. If it is not approved next Monday in joint commissions, it will be done as soon as possible, before next year’s budget is defined, but it must be done with the greatest caution

In the case of the other minute, Mier explained that although Morena and its allies have the qualified majority, he trusts that the other political forces will support it, given that it is a way of protecting the workers, by establishing in the Magna Carta that the Minimums will never be below inflation.
