HOLY SUNDAY.-The Public Ministry accuses the former director of the National Institute of Transit and Land Transportation (Instrant), Hugo Beras, of being the leader of the network of the case that it has called Camaleón, to which it attributes a corruption and money laundering scheme to defraud the State with millions of pesos.
This is what is stated in the arrest warrant issued by the judge of the Permanent Attention Office of the National District Fátima Veloz against Beras, José (Jochi) Gómez, Frank Díaz, Samuel Gregorio Baquero Sepúlveda, Juan Francisco Álvarez Carbuccia, Pedro Vinicio Padovani Báez and Carlos José Peguero Vargas, who are expected to be charged in the next few hours.
According to the Public Ministry, the former official directed, authorized and manipulated the fraudulent awarding of contracts for the modernization of the traffic light system of greater Santo Domingo.
Said contracts of more than RD$1,317 million were signed in favor of the company Transcore Latam, controlled by Jochi Gómez, for the management of traffic lights and video surveillance of Greater Santo Domingo, which was integrated into a monitoring center of the company Aurix, also property of Gomez.
On August 29, the company Transcore Latam deactivated fourteen traffic light intersections, which were initially considered breakdowns, but it was confirmed that they were acts of sabotage directed by the investigated Jochi Gómez, Carlos José Peguero Vargas and Pedro Vinicio Padovani Baez.
Intrant technicians restored the system, but later Transcore turned off a total of 69 traffic lights, which caused traffic chaos on the main avenues of Greater Santo Domingo.
The document establishes that in the corruption scheme of the Camaleón case, those allegedly involved used a method of money laundering through the mobilization of money received by the company Transcore Latam, which involved the transfer to the accounts of another company. Gómez acquired the transcore.com.do domain after allegedly usurping the identity of a German citizen to create and register said company.
The beginning of the plot dates back to 2017, when Jochi Gómez was benefited from various State contracts, including the one granted to the company Dekolor, which has received more than RD$4,655 million for the issuance of driver’s licenses, charging RD$805.69 for each a. In 2020, it also benefited from a contract that consisted of a collaboration agreement between the Ministry of Defense and its company AURIX, although this contract is not listed as official.

Jochi Gómez, oriented towards control and interference in the collection and monitoring of information by national security organizations, achieved a cooperation agreement between the Ministry of Defense with a validity of 12 months.
