The dictatorship of Daniel Ortega and Rosario Murillo got its way by managing to sneak the Duma (Russian Parliament) in as a “permanent observer” to the Central American Parliament (Parlacen).
On September 25, 19 Digital, the news platform that heads the official propaganda media chain, most of which is owned by the dictatorial family, reported that the Russian Duma has been included as an observer in the regional legislature.
«Comrade Guillermo Daniel Ortega Reyes, vice president of the Central American Parliament (PARLACEN), reports that on the night of this Wednesday, September 25, the The Russian Federation has been incorporated as a Permanent Observer to the Central American Parliament“, says the brief note published in all the propaganda media of the Nicaraguan dictatorship.
The Central American parliamentary group in Nicaragua, made up of Sandinistas and a minority of mosquito collaborators, had officially requested to incorporate the group of observers into the Russian legislature on April 8 of this year when in a “work report” they highlighted “their efforts” to achieve this goal.
Obsession with China and Russia
The Managua regime has been determined to involve its political allies China and Russia in regional affairs to ensure that it supports the consolidation of its totalitarian model, according to analysts.
In this way, Ortega managed to remove Taiwan from Parliament, after breaking off diplomatic relations with that Asian island and reestablishing its ties with Beijing, based on the recognition of the “principle of one China,” given that Taiwan is considered a rebel province of the Asian giant.

On August 21, 2023, China, with whom the Ortega-Murillo dictatorship claims to maintain a “strategic alliance,” was integrated as a permanent observer of Parlacen, replacing Taiwan.
Now, the Sandinista tyranny has also managed to add the same status of extra-regional permanent observer to the regime of its godfather, the dictator Vladimir Putin.
Analysts have indicated that Ortega is eagerly collaborating with authoritarian powers in a process of “penetration” in the Western Hemisphere in order to “displace the influence of the United States and the democratic West.”
The observers
Parlacen, officially established in Guatemala on October 28, 1991, as part of the Contadora Accords to end wars in the region, has three types of observers: States, national or regional parliaments, as well as international organizations that request it.
The first in this category are the “special observers”, which are those States in the region that have not yet elected their parliamentary deputies by direct democratic means and who are appointed by appointment. Currently, no regional State enjoys this status.
Then there are the “permanent observers”, which are the Parliaments of other extra-regional States, as well as other international organizations, whose objectives and principles are compatible with those of Parlacen, according to the organization’s internal regulations.

The current permanent observers are: Mexico, Venezuela, the Free Associated State of Puerto Rico, the Kingdom of Morocco, the People’s Republic of China (communist) and now Russia.
Finally, there are the “original observers”, which are the parliaments that contributed to the “establishment and consolidation” of the regional body, these are the European Parliament, the Latin American Parliament and the Andean Parliament.
Refuge for criminals
Costa Rica and Belize do not belong to Parlacen, and the reason is their strong questioning, first of all, of the “automatic deputation” that the body, at the initiative of the member states, grants to the outgoing presidents of each country, which grants them parliamentary immunity once they leave the presidency of their respective countries.
This has given rise to criticism that Parlacen has become a privileged refuge for corrupt ex-governors and “a consolation prize, but very well paid financially and with immunity, for professional politicians who do not make it onto the lists of national deputies.”
