The time has come for the “second floor” of the 4T, and to correct the failures of the first phase. Although there have been significant advances in environmental issues in mining, the defense of corn, the control of glyphosate, the multiplication of protected natural areas, some sanctions for pollution, and especially the expansion of agroecology, there are structural aspects that remain untouchable. Contrary to what the governments of the world assume, the current government never recognized the seriousness of the global environmental crisis that threatens the balance of the planet and puts the survival of all humanity at risk. As a consequence, Semarnat deteriorated in four key aspects: a) the budget; b) the professional quality of its main officials; c) its role as a watchdog and regulator of the negative impacts caused by various actions, including those of the government itself, and d) its relationship with the increasingly powerful sector of Mexican environmentalism, since every true left-wing government is obliged to empower civil society.
