‘Dinamóvil’: Police give the green light for the driver to testify in Congress if he helped Cerrón escape

The driver of the presidential vehicle, Police Officer Félix Montalvo Guevara, has been authorized by his institution to appear before the Congressional Oversight Committee on Wednesday, October 2.

The commander of the Peruvian National Police (PNP), Víctor Zanabria, in an interview with RPP, expressed his support for the driver of the presidential vehicle, known as ‘Dinamóvil’ or ‘cofre’, to be able to go to Parliament, to answer whether he helped Vladimir Cerrón, leader of the Marxist party Perú Libre, in which the president was a member until 2022, escape from Peru.

“That’s right (he should attend), why? So that, once and for all, this bad story that is taking our attention away from unnecessary things can end,” said Zanabria after being asked about the journalistic investigations that indicate that Cerrón could have escaped in a vehicle from the Presidency.

However, Zanabria indicated that there is a protocol for the non-commissioned officer to go to Congress and the person who must give the final approval is the Minister of the Interior, Juan José Santiváñez.

On March 24, the Sunday newspaper Punto Final published a photo showing the car used by President Dina Boluarte, known as a ‘cofre’ (special car), parked near a condominium located in a resort near Lima.

At that time, they indicated that said image was taken on February 24, 2024 and that the vehicle was parked near a point where the Police were carrying out an operation to capture Vladimir Cerrón.

SUMMONED TO TESTIFY IN CONGRESS

In our edition today, Peru21 has revealed that the president of the Oversight Committee, Juan Burgos, has summoned the driver of the presidential vehicle, better known as the ‘cofre’ or ‘Dinamóvil’, Police Warrant Officer Félix Montalvo Guevara, to testify on Wednesday, October 2, to confirm whether it is true that between February 24 and 27 he transported Vladimir Cerrón to the Pisco airport in Ica, so that he could allegedly escape in a small plane to Bolivia, Venezuela or Cuba.

According to the summons sent to the police officer, the presidential driver will have to attend at 9:00 a.m.

However, it seems that the Government Palace would not give permission to police officer Montalvo to appear and testify.

This is because the presidential spokesman, Fredy Hinojosa, in a press conference described as “unnecessary” that the aforementioned driver attend to give his testimony to the Fiscalización.

“Not only is it unnecessary, but it is also irresponsible to expose, on national television, a non-commissioned officer of our National Police who provides a service for which he has been trained, and is part of a specialized Police unit. And in front of his family, to expose him before the citizens and the entire country, and to put him in the dock, to use a colloquial term, to expose a fact that is completely simple,” said the Palace spokesman.

Last Wednesday, it is recalled, the head of the Oversight Department complained that the Government Palace refused to give him the names of the drivers who work there, so that they could be summoned to his commission.

“HE DIDN’T GO TO PISCO”

The presidential spokesman also said that the “safe” was used on the weekend of February 24 for “family activities” of the president and denied that it was used to transport fugitive Vladimir Cerrón to the Pisco airport, as is the hypothesis of the Oversight Commission.

Earlier this month, Cuarto Poder published photographs of the ‘Dinamóvil’ located a few meters away from the Mikonos condominium (close to the beaches of Asia), where last January they searched for Cerrón Rojas, who has been a fugitive from justice for 352 days.

The spokesman also denied that the presidential vehicle had passed through the Chilca toll booth on February 27 on its way to Ica. He specified that the concessionaire’s document indicates that the “box” did pass through the Chilca toll booth, but on February 24 and not on February 27.

Burgos said last Wednesday, based on a document sent by the Peruvian Highway Concessionaire (CoviPerú) to his working group, that the presidential vehicle traveled through the Ica toll booth on February 27, heading to the Pisco airport so that Cerrón could allegedly escape.

I KNEW THAT

-President Boluarte said last Friday that the presidential vehicle did not go to Ica on February 27.

-The Minister of the Interior has been summoned to appear before the Comptroller General on October 2, which is the same day he will be questioned regarding Cerrón’s escape.

-“It is not only unnecessary, but irresponsible to expose a non-commissioned officer (of the PNP) on national television,” said presidential spokesman Fredy Hinojosa.

THEY ASK FOR THE VEHICLE ROUTE TO LIMA ROADS

The concessionaire Rutas de Lima has a period of 24 hours to respond to the Oversight Commission regarding the route taken by the presidential vehicle, also known as ‘Dinamóvil’ or ‘cofre’, between January 10 and 22, and February 22 and 25 of this year.

This is because the fugitive leader of Peru Libre, who has been in hiding for almost a year, is believed to have escaped from justice around that time.

Last Friday, the Congress’ Oversight Committee, chaired by Podemos legislator Juan Burgos, sent the aforementioned request to the aforementioned concessionaire.

The petition includes images of the presidential entourage, that is, the cars and motorcycles —known as hares— that accompanied her on her journey south of the capital.

The deadline for submitting the documentation expires today.
