Initiatives by public administrations in municipalities, states and the Federal District to ensure the right to literacy throughout the country will now be recognized through the National Seal of Commitment to Literacy (Selo Alfabetização). In addition to recognizing efforts, the measure aims to encourage and disseminate good practices.
The Literacy Seal was established this Monday (23) by decree of President Luiz Inácio Lula da Silva. The measure, which is part of the National Commitment to Literate Children is published in the Official Gazette of the Union.
According to the federal government, the change in the way public education policy was conducted made it possible to recover literacy performance after the covid-19 pandemic. According to the Minister of Education, Camilo Santana, after falling to 36% in 2021, the literacy level defined by the National Institute of Educational Studies and Research (INEP) for the 2nd year of elementary school reached 56% in 2023.
Actions, policies, training of educators and complementary teaching materials aligned with the National Commitment to Literate Children will be the criteria evaluated for granting the seal.
To participate, in addition to the initiatives, public administrations must have adhered to the National Commitment to Literate Children and be part of the National Network for Management, Training and Mobilization Articulation (Renalfa).
The efforts will be recognized by technical evaluation committees established by the Ministry of Education (MEC) to classify and select the competing Education departments. After receiving the Literacy Seal, the federation units will be able to use the brand in their communication actions on social networks, the internet and dissemination channels.
The duration, dimension and criteria of the mark and the complementary rules for the selection process to verify evidence relating to the efforts and public management initiatives of the Education departments will be established by means of a notice for each edition of the Literacy Seal.
