The Bicameral Commission studying the bill to reform the Dominican Constitution will begin a process of internal deliberations next Monday and will present the final report on the proposal before the end of September.
This was announced by the senator Pedro Catrainchairman of the commission, who stressed that “There is a will to approve” the initiative presented by President Luis Abinader to the National Congress, through the legal advisor of the Executive Branch, Antoliano Peralta Romero.
“We have not yet entered into that decision-making phase. We will begin that discussion next Monday because we have exhausted five sessions with guests to gather a bank of opinions. Before the end of September, we will have a report to present to the Auditing Assembly. to approve the reform to the Constitution, and then it is sent to the President of the Republic, and the President is obliged to promulgate that law,” he said. Catrain.
The legislator explained that the request to hold public hearings on the amendment to the Magna Carta was rejected by the commission, since establishing a process of this nature would be extremely long. In addition, Congress is not only focused on this reform, but on three additional reforms.
“We are ruling out public hearings because we understand that this process has been highly debated and Congressmen have the power to represent the Dominican people. A public hearing would establish an extremely long process, and we are committed not only to constitutional reform, but to three more reforms, and Congress cannot handle so many reforms at once,” he said.
Likewise, Pedro Catrain mentioned that the proposal to reduce the number of deputies from 190 to 137 “has been the thorny point of this process of constitutional reform.”
Sworn declaration
The senator from the province of Samaná also described “abusive and excessive” Some of the documents that are being requested by the Chamber of Accounts so that public officials comply with the presentation of their sworn statements of heritage.
“The Court of Accounts has made an abusive use of the law in terms of sworn statements, because the law only establishes that you must make a statement of your assets and the taxes you have paid, and they are asking for the documents of all your children and siblings, the evolution of your credit card status, and a copy of the passport from where you have traveled. In other words, privacy rights are being violated,” said the lawyer.
He continued: “It seems to me abusive and extremely excessive that they force you to hand over your credit card statements, since they will have access to all the personal data you have made and that will be made public. I think that The Chamber of Accounts has to reconsider the issue of this sworn statementsince it is violating the law that establishes the way it should be done.”
