57 Supérate beneficiaries face sanctions for giving their card to a man

The government’s social protection program Improve yourself reported that the 57 beneficiaries of subsidies who last August gave their cards to Brayan Eduardo Lorenzo, accused of the crime of violating the provisions contained in 5,6, paragraph I, 7,10 of Law 53-07 on High Technology Crimes and Offenses, article 405 fraud against the State of the Dominican Penal Code, to the detriment of the Dominican state and the Social Subsidy Administrator (ADESS), were temporarily sanctioned.

In a press release, Supérate specifies that this penalty, lasting four months, is contained in table 14 of its Operating Manualwhich establishes the suspensions that may be determined in the operational processes carried out exclusively by the institution, such as the case in question in which the cardholder transfers or sells the means of payment.

According to the Supérate Operational Manual, participating households that fail to comply with the actions of co-responsibility for health and education services will be sanctioned with the suspension of payment of conditional monetary transfers of Feed yourself when there is non-compliance with health services for four consecutive months, and from Avanza y Aprende when there is non-compliance with education services at the primary or secondary level, as appropriate.

In accordance with the information provided in the summary, the general management of Supérate indicated: “We have confirmed that the 57 cards were transferred by their holders and this constitutes a violation of the Supérate regulations by the beneficiaries of the social programs, which is why we are imposing this temporary penalty,” indicated the general management of Supérate.

Through the component Families in Peace, According to Supérate in the press release, these 57 families will be monitored and evaluated, “a process that will allow us to determine the reasons that led these heads of household to give up their means of payment. The measure is a corrective exercise, that is, it involves re-educating the beneficiaries.”

The government’s social protection programme Supérate also reiterated its call to beneficiaries of subsidies to avoid these practices.

Improve yourself reported that on August 18, 2024, the Third Court of Instruction of San Cristóbal, partially accepting the request of the Public Ministry, imposed coercive measures consisting of payment of a financial guarantee amounting to 10 thousand pesos and periodic presentation against Brayan Eduardo Lorenzo Lorenzo.
