Government and SDD agree to modify Law 1-24 to create the DNI

He Government and the Dominican Society of Newspapers (SDD) They reached an agreement yesterday to submit modifications to Law 1-24, which creates the National Intelligence Directorate (DNI)which generated criticism in sectors of society that claim the regulations violate citizens’ rights.

At the conclusion of a meeting at the headquarters of the Listín Diario newspaper in the capital, Persio Maldonadopresident of the SDD, said that after weeks of discussion, they have reached a consensus that will allow them to correct the ambiguities contained in the standard.

“Finally, we have reached an agreement to submit to the Executive Branch a proposal to change this law, which satisfies the concerns of different sectors of society,” said Maldonado.

He said the goal is to create a version of this law that is as consistent as possible with the Constitution of the Republic and with citizens’ rights, that helps the democratic system and contributes to national security.

On his side, the legal advisor of the Executive Branch and representative of the Government, Antoliano Peraltaindicated that the attitude of the president Luis Abinader is that there is no doubt that they are respectful of the fundamental rights of the people.

“As I said from day one, the Executive Branch promoted this Law with the understanding that it is in accordance with the Constitution, but if there is any suggestion that it can be improved, we are willing to accept that, which we have done in the meetings and with this agreement,” said Peralta.

The official said that among the changes to the law that will be proposed to the National Congressis what refers to the actions of the National Intelligence Directorate, which must be preceded by a court order. “What we understood was said in general terms, but the commission has considered that it must be expressed in a specific way.”

He added that in the coming days they will take the modifications to the legislative chambers, so that they can make the suggested reforms to Law 1-24, which has already been promulgated by the Executive Branch.

Regarding the confidentiality of journalistic sources, Maldonado said that this aspect will also be clarified in the reform of the Law. “Something that concerns journalistic practice is the issue of the source and the agreement clearly establishes that the confidentiality of journalistic sources must be respected,” he explained.
