Batres asks the CDMX Congress to accelerate reforms to create new secretariats

On September 1, the third legislature of the Congress of Mexico City began its work and that same day, the Secretary of Government, Ricardo Ruiz, presented the sixth report of the Central Public Administration.

The head of government, Martí Batres, made use of his power to present initiatives on a preferential basis and therefore sent four documents to reform the Organic Law of the Executive Branch and Public Administration for the creation of the secretariats of Citizen Attention and Participation, of Comprehensive Water Management, of Metropolitan Planning and Coordination and Housing.

These secretariats were part of the promises made by the elected head of government, Clara Brugada, however, as part of the transition process, the capital’s leader brought forward the process so that the new secretariats become a reality as soon as possible.

Batres urges to rule

At a press conference, the head of government, Martí Batres, launched a “fraternal call” for the Congress of Mexico City to install the new commissions, which will be distributed among all the deputies of the third legislature.

This process is necessary so that the four preferential reforms can be referred to the respective internal bodies and thus be approved in order to be taken to the plenary session. He did not even rule out that the new secretariats will already be ready for the start of Clara Brugada’s administration on October 5.

“It is a process that they (the deputies) have to carry out. It is a complex internal negotiation, I know these negotiations, they are negotiations within the parliamentary groups and then between the parliamentary groups, which is complex, but it is important that it be done as soon as possible. It is a fraternal invitation, let’s put it that way,” he said.

As of September 11, the Congress of Mexico City has not appointed the members of its various committees. Once this occurs, they will have to meet to discuss the reforms and, if they are approved, they will be taken to the plenary session for deliberation by the 66 deputies from all parties.

If the creation of the four new secretariats is approved, Congress must send the documents to the head of government for review and subsequent publication in the Official Gazette.

“It is important that they have the reform ready before October 5th; but so that they are given the time for publicity, for the opinion, for the preparation of the opinion, all of this, it is important that the Commissions can be there as soon as possible,” added the local leader.

  • Secretariat of Planning and Territorial Management, formerly Secretariat of Urban Development and Housing: Alexander Encinas.
  • Citizen Service Secretariat: Thomas Pliego Calvo.
  • Ministry of Housing: Inti Muñoz Santini.
  • Water Secretariat: Mario Esparza.
