The Informal Property Formalization Agency (Cofopri) intends to issue a norm with which property titles will be granted to the owners of informal constructions that are in risk areas.
According to the draft supreme decree, “The aim is to promote the securitization of lots that present a level of risk that can be mitigated without previously requiring the implementation of the recommendations contained in the risk analysis reports and not postponing their securitization any longer.”, revealed the Punto Final program.
“Once the authority issues the reports where they have identified a mitigatable risk, their prior execution is not required. It is only enough to inform citizens about the mitigable risk and for the holder to assume the risk through a commitment document”, also refers to the document.

In other words, the Government would be considering the delivery of property titles to owners of informal constructions erected in mitigatable risk areas and would even make them responsible for what may happen.
“The College of Architects is totally against this proposal for change by Cofopri. How is it possible that it transfers the responsibilities of the Government, the municipalities, Indeci, etc., to the residents?”, said Lourdes Giusti, spokeswoman for the aforementioned organization.
“It doesn’t make any sense, people are going to sign the commitment and that’s it. He will have his title and therefore he will never move again, there is nothing that can be done about it and he will continue living the same”, pointed out Álvaro Espinoza, a researcher at Grade, who also considered that the rule could increase the profitability of land traffickers.
José Luis Quevedo, executive director of Cofopri, defended the project that his institution has prepared, although he did not rule out the possibility that said document be set aside.
“We have summoned professionals who know this subject so that we can adjust a project. So if we’re going to cancel the project because it’s a project, that’s fine, we cancel it. It is a project. (…) If the observations are so substantial that the project cannot come out, then it does not come out“, he pointed.
The Vice Ministry of Housing would not agree with this project proposed by Cofopri, according to sources consulted by Punto Final.
