They propose the use of artificial intelligence to avoid cases of corruption in municipalities

According to the latest data provided by the State Defense Council (CDE), in its days to strengthen probity that occurred last month, half of the municipalities are being investigated for corruption. The state agency indicates that in 2010 166 cases were entered, in 2015 they almost tripled and in 2020 there were 689 processes. Since then, a stock of current cases has been maintained, as of November 2021, of 1,119, distributed in 260 of the 345 municipalities in the country.

Of this large figure, 489 correspond to criminal matters in which crimes of treasury fraud, embezzlement of public funds, bribery, incompatible negotiation, influence peddling, among others, associated with 180 municipalities are investigated. This means that 52.17% of the country’s municipalities are linked to some criminal investigation.

“We see with concern the sustainable increase in cases related to criminal offenses at the municipal level, and of course it seems to us of the utmost importance to stop and do an analysis, and see if it is a trend or if it is a temporary situation, and what measures we can adopt”, said at that time, the president of the CDE, Juan Peribonio.

Once the figures were reported, from wherEX, a Chilean platform that uses artificial intelligence for transparent and competent tenders, they opined that “this news –and so many others like it– reveals a lack of transparency and insufficient regulations in public or State-dependent bodies, especially in matters of of tenders and tax expenditure.

“Today we already have technology capable of correcting these situations. The digitization and automation of this type of process in the business sector has allowed the emergence of powerful tools that provide total opening to the market, even using Artificial Intelligence, thereby promoting free competition”, said Felipe Manterola, commercial engineer at UC and co-founder of wherEX, a startup also present in Mexico, Peru and Colombia.

Manterola explained that “these platforms provide analytical systems that can detect irregularities and situations that deviate from the trusted standard”, adding: “It is to be expected that the trend towards the use of these technologies, which has been taking place for some time in the company private, is also transferred to the world of agencies dependent on the State”.
