The 14 commitments of the Government with which it was agreed to lift the truckers’ strike
In the context of the protests presented in recent days, in which transporters stopped the country due to the rise in fuel by $1,904, the Government, after almost a week of work, managed to reach an agreement on the price increase mechanism. He also made a series of commitments to the transport sector to remove the concentration points.
Below are the 14 points agreed between the parties that allowed the strike to be lifted:

Request the relevant authorities to file criminal proceedings and cancel any administrative and/or infraction sanctions imposed in connection with the exercise of the legitimate right to protest.

Modify resolution 40350 of August 29, 2024, issued by the Ministries of Mines and Energy, and Finance and Public Credit in order to determine that the agreed increase in the cost of a gallon of ACPM is eight hundred pesos ($800) to the final consumer, as follows:
– Four hundred pesos ($400) that come into effect as of the modification of the aforementioned resolution. – Four hundred pesos ($400), which will come into effect as of December 1, 2024.

Suspend the increases in diesel fuel prices – subsequent to those mentioned in the previous point – until structural changes are achieved in the economic relations in freight transport and in the special and passenger service modality that address the problems described in the roundtables held in the negotiation contained in these minutes and that are recorded in the recordings of the roundtables held. The above means that the increase refers to the increase up to $1,904 and that the two increases announced by the government of four thousand pesos ($4,000) additional, are suspended.

Convene, within a period of no more than eight days, technical tables, in order to structure the SiceTAC efficient cost system for other providers of the public freight transport service, such as dump trucks, liquids, light cargo, refrigerated, cranes and nannies, where there will be representation of the transport bases, of each of these specialties.
The Ministry of Transport is committed to ensuring the inclusion of all stakeholders in the discussions regarding Sice-TAC, which are currently being discussed at the cargo observatory.

The Ministry of Labour is committed to bringing to the labour reform a proposal that includes a special article for the transport sector, which reflects the needs raised by the drivers’ representatives. A technical committee will be created to advance pension solutions for the transport sector.

The Ministry of Transport undertakes to review the current regulations of the National Cargo Registry -RNDC- and the Sice-TAC, to implement improvements in said systems, such as determining that the Cargo Manifest fulfills the function of a negotiable instrument in accordance with the provisions of the Commercial Code and the General Code of the process.

Convene a working table, within the following eight days with the unions that represent the bases of the special public passenger transport service modality, to address the structural issues of said modality, with the commitment that the issue will be analyzed at the first table. of the electronic FUEC, with the support of the Ombudsman’s Office and the Attorney General’s Office.

Convene a working group, within the next eight days, with the unions that represent the bases of the collective public transport service modality, to address the structural issues of said modality, with the support of the Ombudsman’s Office and the Attorney General’s Office of the Nation.
Convene a working group with the unions that represent the bases of the yellow machinery to address the structural problems of said activity.

Continue with the strategy of strengthening the Superintendency of Transportation to improve the control capacity of the Efficient Cost Information System -SiceTAC- and other behaviors that constitute non-compliance with the regulations that govern economic relations (Stand-by, loading and unloading, unauthorized discounts, payment of balances, prompt payment, among others) by generators and freight transportation companies.

Review and modify the vehicle replacement policy to ensure one-to-one replacement, including dump trucks and two-axle rigid cargo vehicles.

Submit to the Congress of the Republic the draft Law on the Sanctioning Regime of the transport sector.

Create a working group with the Ministry of Finance and Public Credit and the Ministry of Mines and Energy to re-analyze the formula by which the price of fuel is set, guaranteeing the participation of the unions that represent the transport bases. Based on the conclusions of said group, the need and opportunity to present a bill to the Congress of the Republic will be evaluated.
