After the permanent session was resumed, which concluded with the considerations issued by the deputies on the profile of the officials appointed to public office, the plenary session of the National Assembly approved the ratifications of the directors of the Social Security Fund, the Charity Lottery, the administrator of the Authority for Government Innovation and the members of the boards of directors of the Panama Metro and the Cold Chain.
On Wednesday, September 3, the declared permanent session continued until the aforementioned ratifications were exhausted.
The appointments were made to:
- Dino Mon Vásquez, general director of the Social Security Fund, with 38 votes in favor, 20 against and 0 abstentions.
- Saquina Jaramillo, general director of the National Lottery of Charity, with 57 votes in favor, 1 against and 0 abstentions.
- Adolfo Fábrega, administrator of the National Authority for Government Innovation, 57 votes in favor, unanimously.
- Alberto Ramón Arias Boyd as director of the Panama Metro board, representing CONEP, with 40 in favor, 15 against, 1 abstention.
- Giovanni Fletcher, director of the board of directors of Cadenas de Frío SA, representing the Association of Consumers, legally established in Panama, obtained 53 votes in favor, 4 against, and 1 abstention.
The members of the highest State body made their remarks mainly in relation to the appointment of the new director of the CSS, taking into account the institutional policy outlined by the official in the session of Tuesday, September 3.
SUMMARY OF MON VÁSQUEZ’S APPROACHES
- He said he had prepared a 100-day emergency plan to address major deficiencies in areas such as general surgery, ophthalmology, cardiology and orthopedics.
- For the purchase of medicines and supplies to address shortages.
- He spoke of his role, which would be to “Protect Social Security.”
- He pointed out that any type of effort that is made must first be within the institution.
- Cut unnecessary spending, make every dollar count and provide concrete solutions, then, and only if necessary, ask the population to make an effort to confront this problem in the short term.”
With a staff of 31,356 employees and a budget of nearly B/. 7,000 million, the CSS is the entity responsible for managing the public pension system in Panama and also offers health services to insured and retired people, in addition to managing the largest payroll of the entire state apparatus.

- With more than 25 years of experience in risk management, health and pension insurance administration, and in the transformation of insurance systems.
- He holds a Bachelor’s degree in Actuarial Science and a Master’s degree in Operations Research with Specialization in Financial Optimization, both degrees obtained from the National Autonomous University of Mexico.
