Although her message lasted only 7:35 minutes, the PAN was dissatisfied and requested a procedural motion, as it accused the Secretary of the Interior of having delivered her speech outside of protocol and without the agreement of the Political Coordination Board (Jucopo).
Unaware of the complaints, Alcalde continued with her message, which was allowed by the president of the Board of Directors of Congress, Ifigenia Martínez. “This is the Sixth Report of the best president this country has had, Andrés Manuel López Obrador!” she said before saying goodbye.

Sometimes waving her hand in support of her message, other times pointing her index finger at her opponents, the official said that the report contains “the essence of Mexican humanism” and the “fairest distribution of income and wealth,” as the president announced in the morning from the Zócalo.
“Let these resources be allocated to those who have the least: the elderly, the disabled, students in public schools, young people, and farmers. And no, they are not social programs, today they are social rights,” he said.
As the president has stated, the secretary also assured that all the programs and infrastructure works were possible “without increasing taxes, without putting the country into debt, implementing a formula that seems simple, but that had never been implemented, which is to end corruption and end privileges.”
Thus, with an honest use of the budget –he said– “in just six years we have managed to build trains, ports, airports, roads, irrigation districts, hospitals, squares, universities.
