Amid the challenge of organizing the election of judges, once the judicial reform is finalized, the National Electoral Institute (INE) is also facing a new internal battle for control of commissions and management positions.
The 2023-2024 electoral process had barely concluded, with the assignment of proportional representation legislators, when the waters began to stir and the members of the opposition group to the president of the council, Guadalupe Taddei, raised their hands to take over the main commissions, a matter that must be voted on at the General Council session next Thursday.
According to a proposal, Jaime Rivera signed up to chair the Electoral Organization Commission, where he would have no counterweight, since he would be accompanied by Martín Faz and Dania Ravel. All three have expressed their opposition to Taddei’s strategy and, together with Claudia Zavala, voted against the agreement on the allocation of plurinominal seats.
The Commission on Prerogatives and Political Parties, which is joined with the Radio and Television Committee, would be chaired by Ravel, while Zavala would remain in charge of the National Professional Electoral Service and the Gender Equality and Non-Discrimination Committee.
Another important commission, the Federal Electoral Registry, would be chaired by Arturo Castillo, also considered part of the opposition group to the presidency, although on this occasion he did vote in favor of the agreement on the distribution of plurinominal seats and presented abundant legal arguments.
Carla Humphrey would seek to chair the Oversight Committee. She also argued in favor of the agreement on the allocation of seats in the Congress of the Union, noting that she could not support the proposal of her colleague Zavala. Meanwhile, the councillors who have supported Taddei’s strategy and proposals for over a year are not in the presidency. In this block are councillors Norma de la Cruz, Rita Bell López Vences, Uuc-kib Espadas and Jorge Montaño.
According to the preliminary document for the integration of these bodies, only De la Cruz would preside over the Electoral Training and Civic Education Commission, and it remains to be defined who will head the Commission for Links with Local Public Organizations and the Commission for Complaints and Reports (which processes precautionary measures such as the removal of materials from social networks and the media).
In the first case, Ravel, De la Cruz, Faz and Montaño are registered, while in the Complaints case, three lawyers are registered: Zavala, López Vences and Castillo.
The only committee that already has a president is the special one on the 2025 Budget, where Espadas was appointed. In an unusual event, only three Taddei supporters signed up for this task.
Another internal dispute is related to the appointment of officials who make up the Executive General Board of the INE. Now that the electoral process has concluded, it will be known whether they can continue as heads of office.
