Fernando Barrios: "We need a shared vision"

From November 26 to 28, the event will take place CADE Executives 2024in Arequipa, a space in which a vision of reconstruction of the country will be supported. The president of this conference, Fernando Barrios, comments on what this year’s meeting will mean.

Why is this year’s CADE motto “From degradation to rebuilding our future”?

With this title we want to draw attention emphatically to the degree of degradation in which the country finds itself. We have sufficient evidence that young people, workers, businessmen and people in general gradually stop seeing the country as the destination of their dreams, hopes and actions. I believe that, constantly, Peruvians see that the State does not work, that politics looks out for its own interests, that there is a clash of institutions, that justice does not work either, that there is economic growth below potential. And the State, instead of being a promoter, limits the hopes, dreams and initiatives of citizens. CADE is a space for calling for action to change what is happening.

How do we get out of this degradation to which you refer?

Getting out of this degradation is not just a political issue. What we need is a shared vision and responsibility (between the public and private sectors, civil society). We cannot abandon this space that is our right.

The idea is not to leave the proposals only on paper?

This CADE is not limited to criticism, but rather it will propose a vision. On the first day, at the end of the afternoon, Dr. Luis Carranza will present the proposed vision of CADE. (…) The tone of the event has a guiding line, which is to discuss and propose, that citizens empower ourselves in what is our responsibility, which is action. Being a non-electoral CADE, but a pre-electoral one, it is up to citizens to put forward a vision and a concrete need. We need reforms in politics, in justice and in the State to generate meritocracy and efficiency in the provision of public services. Budgets grow year after year, but efficiency declines. Today we are worse off than ever.

Has the private sector lacked more participation in the country’s economic development?

The private sector has a primary responsibility, which is to create jobs, invest, generate well-being for its employees with social responsibility and pay taxes. That is very limited. I think we have fallen behind and we have missed the opportunity we have to take a leading role and demand more things.

But there has also been some mistrust in the private sector…

There has been a degree of questioning on the part of politics and some politicians who, in order to evade their responsibility, have imputed responsibility to businessmen. Without a doubt, there have also been businessmen who have not fulfilled their responsibility and the level of integrity that they should have. But confidence must be restored, because the entrepreneurial spirit is present in Peruvians.

How can this restoration of trust be achieved?

We have to empower ourselves, not leave the field of public management only to politicians at a time when there is a deterioration of institutionality, where the powers do not fulfill their functions and the State does not provide the services they should. Today we have a rebound of anemia; growth of poverty; gaps in educational infrastructure that do not decrease, they grow; health services are worse than ever; citizen insecurity is tremendous. However, war is not only an issue for the military, but also for citizens. We cannot leave public policy only in the hands of politicians or public managers; citizens must also participate actively. It is our responsibility, but it is also a right.

Is integration and greater participation what is sought?

This is the ideal scenario and we cannot give up; it will be a process of persistence and consistency. There are proposals that have emerged from CADE over time, such as the meritocracy of teachers, which is suffering an attack in Congress.

Is the idea also to send proposals to the next presidential candidates?

We know that there will be about 50 candidates and this is not an electoral CADE, but the proposals will be sent to each of the candidates, asking them to see them, to review them.

What can we expect from the public sector’s participation? Because last year it was questioned that no concrete proposals were made.

CADE is a space in which we try to reflect and agree on initiatives. This year there is not a great deal of public participation, but we want the emphasis to be on the alliance that we must have with the living forces of society.
