Santo Domingo. – The president of the Superior Electoral Court, Ygnacio Pascual Camacho Hidalgo, received a delegation from the Ministry of Finance, General Directorate of Government Accounting (DIGECOG) and the General Directorate of the Budget (DIGEPRE).
The committee presented a proposal to integrate the State’s financial system into the Financial Management Information System (SIGEF) with the High Court.
The members were also welcomed by the president of the Court, Camacho Hidalgo, accompanied by the titular judges Hermenegilda del Rosario Fondeur Ramírez, Rosa Pérez de García and Fernando Fernández.
According to Article 2 of Law 29-11, the Superior Electoral Court is a constitutional body of an autonomous nature, with legal personality and functional, administrative, budgetary and financial independence.
It constitutes a public law entity, with its own assets that cannot be seized, with the capacity to carry out all legal acts that are useful for the fulfillment of its purposes, in the manner and under the conditions determined by the Constitution, the laws and their regulations.

While the Ministry of Finance is the entity responsible for ensuring the sustainability of the Dominican Republic’s public finances through the management of fiscal policy, the General Directorate of Governmental Accounting (DIGECOG), an institution dependent on the Ministry of Finance created by Law 126-01, is the governing body of the government accounting system responsible for issuing the standards, policies and technical procedures that allow the processing, evaluation and presentation of economic and financial facts that affect or may affect the assets of Public Sector Institutions. and the General Directorate of the Budget, which acts as the governing body of the Dominican Budget System.
The Ministry of Finance was represented by Jacqueline Bello Pujols, Deputy Director of the Public Spending Performance and Quality Evaluation Directorate; Antonia Altagracia, Head of the Functional Analysis and Regulations Division; Claudino Albuquerque, consultant to the Ministry of Finance; for the General Directorate of Accounting governmental (DIGECOG) was attended by David De Jesús Pimentel, Head of the General Government Heritage Department and Davis de Jesús Pimentel, Head of the Heritage Department of the Central Government.
Representing the TSE were also Alexi Martínez, director of the Financial Department; José Joaquín Joa Figuereo, director of the Administrative Department; Deysi Matos, head of the Budget Department; and Taina Suhey Ameye Pérez, head of the Accounting Department.
