The latest Ipsos survey for Peru 21 reveals that 64% of Peruvians believe that the Congress has more power than the Executive itself.
This survey is giving us a picture of what is being experienced on a day-to-day basis, of the perception that people have that the Legislative Branch has more power than Dina Boluarte, unlike other moments in Peruvian political history where there was an Executive with much greater presence, more critical, more confrontational at times; (…) in this case, this dependence that the president of the current Congress has is perceived.
And that dependence perhaps comes from this relationship of: ‘I don’t criticize you, don’t criticize me and so we’ll get to 2026 together’.
I think so, it is a secret pact; clearly more than one action has led us to this idea of sailing as best we can until 2026. I think that Dina Boluarte lost a great opportunity when she took power, perhaps thinking more at a statehood level she should have brought forward the elections, it was a popular clamor. (…) We are living through one of the worst crises. The question is whether there is more depth in the well, let us hope that this can be reversed soon.

In general, all the benches we have measured are disapproved and there are some that have a higher level of disapproval. I think that is what they have sown during all this legislative time, there are many complaints, the famous ‘Niños’, the ‘mochasueldos’, promote laws that are sometimes anti-technical, that do not necessarily contribute to a better quality of life or that threaten macroeconomic stability and cause this perception that this Congress does not represent correctly.
