Senators and Deputies conclude training congress with panel on political parties and consensus

Congressmen received training on different legislative topics.

CAP CANA.- Senators and deputies concluded the “Transformative Legislative Leadership” congress held by both chambers so that they could gain knowledge about their work and the creation of laws that are presented in the National Congress.

During the day, legislators were informed through the panel “The Legislative Branch and Political Parties”: “building consensus and managing differences”, moderated by the presidents of the Senate, Ricardo de los Santos; and of the Chamber of Deputies, Alfredo Pacheco.

The meeting was attended by former congressmen Charles Mariottis, from the Dominican Liberation Party (PLD); Janet Camilo, from the Dominican Revolutionary Party (PRD); José Horacio Rodríguez, from the Democratic Option Party (POD); and Nathanael Concepción, from the People’s Force Party (FP).

In this segment, congressmen were trained on consensus with their peers, management of regulations, how to create and present draft laws, resolutions and initiatives; in addition, on the management of differences and respect in plenary sessions; and the roles played by the opposition when it is their turn to play their part in the debates as representatives of the different parties.

During his speech, the President of the Senate, Ricardo de los Santos, considered that in Congress, in the work of committees, and in the plenary session, respect, maturity and harmony must prevail; “The legislative chambers are a single body, it is where laws are created and that is true democracy,” he said.
“Even though we are the majority at this time, we cannot mistreat minorities because through their contributions we obtain a greater consensus of unity,” he said.
The President of the Chamber of Deputies, Alfredo Pacheco, recommended his colleagues to maintain balance, especially when dealing with different issues in plenary sessions, because they are subject to the Constitution and the benches of the different parties, “we must have good management and have knowledge of our regulations.”

Meanwhile, former legislator Charles Mariottis considered that this new Congress has a great political challenge and challenges, because the legislative chambers are a laboratory for creating public policies and some of these depend on the central government.
For his part, José Horacio Rodríguez urged legislators to create consensus and closeness with their peers, “this is because the projects and reforms they present must be harmonized with each other, because the initiatives are approved with the votes of the legislators and in this way they avoid them continuing on the table due to lack of votes, that they read and learn the regulations, especially, how to present dissenting reports when necessary.
Earlier, senators and deputies listened to presentations by the directors of the Senate’s communications department, Yannerys Paulino, and the Chamber of Deputies’, Fausto Polanco, who spoke about institutional communication. In addition, the coordinators of the Senate’s Social Networks, Carolys Tejada and María Caramillo of the Chamber of Deputies, presented to the legislators useful information on the strategic management of social media.
They also benefited from the presentation of the panel on “The relationship between the press and Congress; and institutional communication”, with the explanations of journalists Julio Martínez Pozo, Alba Nelly Familia, director of CDN; José Monegro, director of the newspaper El Día; and the specialist in Crisis Communication, Lara Guerrero, which was moderated by the communicator Ely Encarnación.
As part of the new knowledge acquired during the learning day, the assembly members were enlightened with a conference on image, etiquette and protocol by image consultants Laura Villamán, Eddy Santiago and Melissa Gonell.
