This Wednesday, the Public Prosecutor’s Office reported that it managed to obtain 18 months of preventive detention against Víctor Quispe Palomino due to the terrorist attack that ended the lives of 16 people in San Miguel del Ene, in the Valley of the Apurímac, Ene and Mantaro Rivers (Vraem), which occurred in 2021.
Quispe Palomino, known as ‘Comrade José’, ‘Iván’ or ‘Elios’ – as head of the self-styled ‘Militarized Communist Party of Peru’, of the terrorist organization Sendero Luminoso that operates in the Vraem – is accused of having ordered comrade ‘Antonio’ and he to Carlos Zolier Zúñiga, alias ‘Carlos or Darío’ to, together with ‘Martín’, ‘Roy or Renato’, ‘Zósimo’, ‘Frank or Fredy’ and ‘David’, to carry out, on May 23, 2021, the terrorist action recorded in the bars ‘La Quebradita’ and ‘El Mangal’, in the Cuchipampas sector, in the town of San Miguel del Ene, in the district of Vizcatán del Ene.
Sixteen people were killed there, including two minors. According to the fiscal investigation, the victims were shot with long- and short-range firearms and were subsequently burned at the scene of the crime, where the terrorists also scattered pamphlets with directives issued by the terrorist leader.
Following the thorough work carried out by this prosecutor’s office, the coercive measure was requested before the Ninth National Preparatory Investigation Court, for which they presented the collected evidence, including: witness statements, results of ballistic tests, forensic medicine and autopsies; as well as police intelligence reports; which would prove the connection of the accused as the author or participant of the aforementioned crime.
