Brugada prepares reforms to the law for the creation of new secretariats

Introducing the 21 members of his legal cabinet, Brugada also introduced Thomas Pliego as the next secretary of Citizen Attentiona department that seeks to “decentralize” the capital government by transferring public administration representatives to the mayors’ offices so that they do not have to go to the central offices.

He also introduced Jose Mario Esparza Hernandez as holder of the Secretariat for Sustainable Water Management and Inti Muñoz as Secretary of Housing.

“We are going to present the necessary legal reforms to the organic law for the three new secretariats that we have presented and we hope that, after having been analyzed and approved by the Legislative Power, the heads of these departments will begin their functions,” said the elected head of government on August 19 in the auditorium of the former San Ildefonso school.

What are the three new secretariats?

The elected head of government, Clara Brugada, plans the creation of the Citizen Service Secretariat to “decentralize” the government of Mexico City. The head will be Tomás Pliego, former president of Morena in the capital and coordinator of the security cabinet of Claudia Sheinbaum’s government between 2018 and 2020.

This new department will aim to set up public administration offices in the municipalities, especially those governed by Morena and its allies, to directly serve the residents of colonies, towns and neighborhoods.

Interviewed outside the former College of San Ildefonso, Thomas Pliego He explained that the new department will prioritize the most remote areas of the city.

“There must be, in principle, one office for each mayor’s office. A building that has the necessary square meters, the necessary areas, not only for offices, which are the least, for example, the yards for the Vactors –which have to be dredged– the areas for legal advice to citizens, etc.,” he said.

Jose Mario Esparza Hernandez He stressed that, although the Mexico City Water System is already an operating body with a solid infrastructure, the creation of the new secretariat will have the legal mechanisms to promote specific projects.

“The Secretariat will contain what is currently Sacmex and will provide a more comprehensive view of the water issue. The Secretariat (of Water) will also have a vision of comprehensive water planning, in interaction with the National Water Commission and even with other water user sectors,” he said in an interview.

Inti Muñoz He commented that the Housing Secretariat will have the authority to have a more specialized approach and coordination with other departments of the capital’s government.

“The second level of transformation requires a much more comprehensive housing policy, one that addresses new challenges and new dimensions,” he said.
