Although Piura celebrated, this August 15, 492nd anniversary of its creation; for the Deans of the Colleges of Engineers and ArchitectsHermer Alzamora and Leopoldo Villacorta, respectively, the province has not been developed in a planned manner and even seems like a human settlement because it lacks basic services.
For the dean of the College of Engineers of Piura, Hermer Alzamora, the city looks like a human settlement because it does not even have basic services.
“Comparing Piura with our neighboring regions, we are quite behind, I would say years, because Piura is considered more than the capital, it is practically like a young town and it did not even have an approved urban development plan. There are still buildings in unsuitable places. Piura has fallen behind, before 2014 we did not even have ten blind basins, today we have more than 120 in Piura, Castilla and Veintiséis de Octubre alone,” said Alzamora.

The dean stressed that Piura, instead of modernizing, has fallen behind because disorder and chaos have been generated.
“Instead of working on preventive disasters, it is the opposite…there are works that were being done, but they are paralyzed. Regional, local and national governments carry out works without having an orderly guide, they do whatever they want…there is no interconnection between provinces, works are carried out like islands, then they have to destroy in order to build, an integral development is needed,” he questioned.
Alzamora said that, after 492 years of Piura’s anniversary, the city is in decline.
“From the moment you enter the city you find traffic, garbage bags on the avenues, disorder, roads in poor condition, the center full of potholes and holes, lodgings without water, collapsed drains, Piura is worse than a human settlement,” he said.

In turn, the dean of the College of Architects, Leopoldo Villacorta, said that Piura in the last 60 years has not only failed to develop in a planned manner, but has regressed in all aspects.
“We have a metropolis with major problems of all kinds, including vulnerability. There are two projects that should be implemented, such as the treatment of the Piura River basin against floods and the integral storm drainage project, which is being coordinated by ANIN. Seven (7) of the last floods have passed and not a single important prevention project has been carried out to make our city less vulnerable,” he explained.
He pointed out that when floods occur, the city’s development is set back for decades. “With floods we put ourselves in danger and lose millions of dollars in investments. I hope our authorities follow up on these two major projects,” he said.
The dean asked the mayor to implement the Metropolitan Urban Development Plan office, which is a guide for the city to grow in an orderly manner.
