The document indicates that the State’s obligation to pay a sum of money “does not constitute a right, but rather a privilege, since it does not take into account other requirements that are considered in the case of non-contributory pensions that are provided by the State,” the document indicates.

Sánchez points out that the granting of this benefit is not justified, because the president received a salary while in office; therefore, his work was compensated in due time. Sánchez concludes that a pension “seeks to ensure the quality of life of the person in general, therefore its purpose is not to establish privileges for certain people based on a position,” in reference to a former president.
