Health reform: what changes does the document that would replace the previous project contain?

The National Government, headed by the Ministry of Health and other actors in the sector, is moving forward with the preparation of a new text that would replace the health reform bill that was rejected in the last legislature.

According to the draft of the new text, which was recently leaked, The new initiative would maintain the foundations of the initial idea, with some changes such as the introduction of an article that would create a Primary Health Care Account.proposed as a mechanism for the management and distribution of resources intended to guarantee primary care under the new model.

This account integrates various sources of financing, including national fiscal and parafiscal resources, which are directed to primary health care. In addition, solidarity contributions from contributors are included, also covering those under exempted regimes.

While this text is only a draft, It is observed that it would prioritize primary care as the axis of the new system.

The text, which is only 48 pages long, was worked on until July 31. Among the new developments, it was learned that the possibility of presenting it as a Statutory Bill was being considered, that is, it would be discussed in the first committees and would have only one year to be approved.

The initiative also includes the creation of a “Public hospital network strengthening account”which would promote the flow of resources to IPS and service providers.

The document retains all of its original proposals, such as the transition from EPS to health and life management companies, the implementation of Primary Health Care Centers, the creation of a National Health Council, among others.
