In recent hours, it has been leaked in different media outlets in the country what would be a New text of the health reform project, worked on National Government.
This file, which consists of only 48 pages and was worked on until July 31, it is only a draft in which some new articles can be seen leaning towards the Ministry of Health’s proposal on Primary Health Care.
It is worth clarifying that said deletion is a document that was made known to the benches of Congress of the Republic in order to define the final text that will be submitted to the legislative branch.

Health reform
Among the main novelties that EL TIEMPO was able to learn, is that the possibility of presenting it as a draft statutory lawThat is, it would be discussed in the first committees and would have a deadline of only one year to be approved.
One of the new articles that stands out the most regarding the topic of finance is the creation of a Primary Health Care Accountproposed as a fundamental mechanism for the management and distribution of resources intended to guarantee primary care throughout the country.

This integrates several sources of financing, including national fiscal and parafiscal resources, which are specifically directed to primary care. Likewise, The solidarity portions from contributors are added, also covering those under excepted regimes.
Likewise, the resources of the General Participation Systemwhich were previously intended to finance the provision of health services and the subsidized regime in districts and municipalities, would now be channeled through this account.
Health reform
In addition to these sources of financing, the resources generated by the exploitation of the monopoly of games of chance and luck, owned by municipal entities, would also become part of the Primary Health Care Account. Likewise, the municipalities’ own resources that, according to current regulations, must be transferred to the Health System Resources Administrator (Adres)are included there.
According to the working document, these funds would be used to finance the services provided by the Primary Health Care Centers (CAPs)support solutions in terms of transportation and provision of territorial health equipment, and cover the Pre-hospital care for medical emergencies in municipalities and districts.

Likewise, the Ministry of Health could determine other uses of these resources in the field of primary care.
On the other hand, to strengthen and develop the Primary Health Care (PHC)the possibility of allocating is being studied resources from the Municipal or District Fundas well as other additional contributions that municipalities may allocate to said fund. In this way, we will seek to guarantee adequate and sustainable financing that allows for the timely and efficient provision of primary health care services throughout the country.
Likewise, the creation of a ‘Public hospital network strengthening account’which would promote the flow of resources to IPS and service providers.
The archive also contains all of its original proposals, such as the transition from EPS to health and life management, the implementation of Primary Health Care Centers, the formation of a National Health Council, etc.
