After four months of being dismissed, apparently as “punishment” for the cancellation of the multi-million dollar Green Fund project, the Ortega supporter Javier Antonio Gutierrez Ramirez He was reinstated as Deputy Minister of the Ministry of Environment and Natural Resources (Marena) and Secretary of Climate Change of the Presidency of Nicaragua.
The Daniel Ortega regime, through presidential agreement 147-2024, announced the return of Gutiérrez Ramírez to his position at Marena, highlighting that he will now serve as Secretary of Climate Change for the Presidency of Nicaragua “without salary.”

According to presidential agreement 43-2024, published on April 3, Gutiérrez Ramírez had been removed from his position as deputy minister of Marena, which he had held since August 2018. In addition, in that same agreement, he was removed from his position as Secretary of Climate Change of the Presidency of Nicaragua, which he had held since May 2021.
On August 9, the National Council of Universities (CNU), the body that controls higher education under orders from the dictatorship, appointed Bosco Castillo as rector of the National Agrarian University (UNA). This appointment would be nothing more than a congratulatory one if it weren’t for who this person is: without any academic experience but a blindly loyal pawn of Rosario Murillo, to whom he has shown no scruples when planning and executing repression against the people of Nicaragua.
The now former agricultural minister began his harvest of loyalty in the Sandinista Youth, and continued in the ranks of UNEN, the political arm of the FSLN to control the universities.
He then became head of the Ministry of Youth, then became presidential advisor on Productive Technologies and Innovations, was transferred to the MAG; he supposedly resigned and in record time they gave him the National Agrarian University. He was appointed as rector until December 2027.

The dictatorship of Daniel Ortega and Rosario Murillo today canceled 15 organizations, including the Caritas Diocesan Association of Matagalpa, one of the eight branches of Caritas of Nicaragua, the social pastoral of the Catholic Church, under the excuse of not reporting their financial statements, details of donations and board of directors.
The government accuses Cáritas de Matagalpa of obstructing the control and surveillance of the General Registry Directorate by not presenting details of its income, expenses, trial balance, donations and having an expired board of directors since 2022.
Several Caritas Matagalpa programs were also dissolved, according to the ministerial agreement published in the Official Gazette, La Gaceta.
The Catholic organization’s programs are Urban and Rural Financial Support PROAFUR; Urban and Rural Financial Support DAD-AID; Urban and Rural Financial Support DAD-CRS; Soil and Water Agriculture Project (ASA); Strengthening Livelihoods and Capacities in the Dry Corridor of Nicaragua (FOMVICAC), all accused by the regime of not submitting reports from 2020 to 2023.
