The Ministry of Labor and Employment and the Roberto Marinho Foundation signed the Legal Apprentice Coalition, an agreement to promote the productive inclusion of young people throughout the country with regular work, guaranteed rights and quality professional training.
The Aprendiz Coalition is a nationwide movement, an initiative of the Roberto Marinho Foundation. Based on the success of the Aprendiz Legal program, the coalition proposes a complete and free solution for small and medium-sized implementers, with the goal of democratizing, expanding and qualifying access to professional training throughout Brazil.
The Legal Apprentice Coalition will include the participation of the Minister of Labor and Employment, Luiz Marinho; the general secretary of the Roberto Marinho Foundation, João Alegria; Gustavo Heidrich, from the United Nations Children’s Fund (UNICEF), Erik Feraz, from the International Labor Organization (ILO), and representatives of civil society whose main focus is the productive insertion of young people.
According to the Ministry of Labor and Employment, as of June 2024 there were 614,575 thousand apprentices in Brazil – the second best number in the history of the program, with the first place being the month of May of the same year, with 615,401 thousand young people.
According to the Apprenticeship Law, companies of any nature that have at least seven employees are required to hire apprentices, including public companies and mixed-capital companies. The percentage may vary between 5% and 15%, depending on the number of employees. The hiring of apprentices is optional for micro-enterprises, small businesses and non-profit entities that aim to provide professional education.
“If we take into account that the minimum quota, 5%, represents 1 million apprentices, we are still far from the target. The maximum learning potential is 3 million apprentices. In other words, there are still many opportunities for young people and companies on this journey,” said the Roberto Marinho Foundation.
To participate in the Aprendiz Legal Coalition, implementing institutions must access the Aprendiz Legal website, where they will find all the information necessary for registration.
The Legal Apprentice Coalition believes that the approach to the world of work should happen gradually, starting in the final years of elementary school, with themed projects and activities that help teenagers discover their interests and think about their future. To this end, the proposal is structured around two main fronts:
Aprendiz Legal: free sharing of the Aprendiz Legal solution, recognized as one of the best in Brazil in the area of professional learning, with small and medium implementers, throughout the country, thus democratizing access to an excellent methodology with proven results, and Pré-Aprendizagem: offering a set of learning circuits for institutions that work with adolescents and young people from elementary school II onwards, aiming to prepare them for the world of work in a gradual and efficient way.
Implementing institutions will have access to an exclusive socio-educational methodology, developed over 20 years, with initial and ongoing training for educators, teaching materials in accordance with legislation, technical and pedagogical support, and an ongoing monitoring and evaluation strategy.
These resources include: social and professional qualifications aligned with current and future demands of the job market; personal, social and professional development of adolescents, young people and people with disabilities; development of socio-emotional and digital skills and the skills required for the occupations in the apprenticeship program.
