The Institutional Control Body (OCI) of the National University of Piura detected serious irregularities in the awarding of the lighting service for the front of this educational institution, due to the fact that a supplier was chosen that did not meet the requirements.
This is a full-cost service for the illumination of the UNP facade from gate No. 01 to the Faculty of Veterinary Medicine and the Application College, for a cost of S/ 71,500, which was organized during the month of October 2022.
After the evaluation and discarding the first two places that obtained the highest score for not meeting requirements; the special committee of the UNP selection process chose the proposal from the company Engytech Master SAC
The auditors were greatly surprised when they reviewed the documentation of the process, as they found that the supplier did not meet the requirements of the same bases.
According to the rules of the process, bidders had to prove an invoiced amount of S/160,000 and, in the case of a small or micro-enterprise, of more than S/20,000, to apply. In the case of Engytech Master SAC, the auditors determined that at the time of the selection process, it had only invoiced S/28,945 for the repair and maintenance service of the electrical system and painting of plywood doors at the same UNP.
Thus, it was determined that the bidder should have been disqualified because it did not comply with the minimum amount of the bases. The auditors also determined that by October 2022, the contractor did not have the status of SME.[Además] The committee did not assign the aforementioned bidder a score for the 5% bonus for having the status of micro and small business,” the report adds.

On the other hand, the auditors found that the specific experience of the winning bidder was not related to the purpose of the service required by the UNP. “It does not match the definition of similar services contemplated in the Integrated Bases, since said experience does not correspond entirely to electrical components, since it combines the latter with the painting of doors and the execution of work regarding the equipment and furniture of toilets,” reported OCI.
For these reasons, the OCI officials of the university determined that the award was made without taking into account the bases.
“The fact with indications of irregularity caused the award to be given to the bidder who did not have the experience required by the entity for the execution of the service subject to the selection procedure; affecting the transparency and integrity that must govern the
public procurement procedures,” he concludes.
The auditors recommended that the rector of the UNP, Santos Montaño, determine the responsibilities.
The selection committee for this service was made up of David Choquehuanca (president), Bartolomé Castillo and Patricia Valdiviezo.
