In more than 3 thousand volumes and 10 thousand pieces of evidence, the Sunday paper Cuarto Poder exposed the statements that Victor Torres Merino, childhood friend of Dina Boluarte and Nicanor Boluarteconfessed before the Special Team of Prosecutors against Corruption in Power (Eficcop), as an aspiring effective collaborator.
“What we did was illegal and I am part of it, and to clarify the facts I am going to recount the names that I remember and many of these were direct designations of Nicanor Boluarte,” begins Torres Merino’s testimony before the Prosecutor’s Office.
In parallel with the appointments of prefects and sub-prefects for the creation of the Citizens for Peru (CPP) party, irregular hiring took place within the Peruvian Sports Institute (IPD) and Qali Warma. It should be noted that his statements were made after the preliminary arrests against the investigators for the Los Waykis en la Sombra case.
“The recommendation for the presidency of the Peruvian Sports Institute for Mr. Guido Flores Marchanand through him, the recommendation for some service locations for people who supported the campaign,” was what he stated in relation to Torres Merino providing the documentation for Nicanor to assign them to said positions within this institution.
The Cuarto Poder journalist emphasized that Torres Merino was frustrated to be the one who presided over the IPD, given that due to requirements in SERVIR he could not reach that position. However, these were not the only irregularities that he reported to the Public Prosecutor’s Office.

Along the same lines, the friend of the Boluartes also revealed to the Eficcop regarding the hiring of his cousin José Enciso Torres to manage PROVIAS Decentralized. Enciso Torres is already under judicial investigation in the case of the Untouchables of Corruption during the Government of Martín Vizcarra.
“Having favored the recommendation for the direction of Decentralized PROVIAS, to Mr.r Jose Enciso Torreswho is my cousin, which is why the CV was given to Nicanor Boluarte… to be evaluated by the first filter of the Government Palace, the general secretary Enrique Ernesto Vílchez Vílchez,” it reads.

Victor Torres, close to Nicanor and Dina Boluarte, is collaborating with the Special Team against the Corruption of Power (Eficcop) in the investigation of the case ‘Los Waykis en la Sombra’. In his statement of May 21, 2024, Torres shared details about his relationship with Nicanor Boluarte.
In addition to providing information about his employment in the Qali Warma program, the Peruvian Institute of Sport (IPD) and the Ministry of Development and Social Inclusion (Midis), Torres offered the Prosecutor’s Office clues about how Nicanor Boluarte took precautions against a possible raid related to the appointment of prefects and sub-prefects.
According to documents to which La República had access, Víctor Torres confessed before the Eficcop that Nicanor Boluarte warned him about an imminent raid by the Prosecutor’s Office, directed against the people involved in the appointment of prefects and sub-prefects, with the aim of forming his party Ciudadanos por el Perú.
“The first time he told me Nicanor Boluarte (they were going to raid us), the second time Noriel Chingay Salazar told me the following: ‘Hey, we have to be careful because there is going to be a raid,'” says Torres.
