Building trust and recovering investment are among the points to improve productivity

During the Economic Reactivation CongressOne of the areas addressed was how to improve competitiveness and productivity in the country, strengthening the trust and joint work of the private and public sectors.

Likewise, many of the participating unions highlighted that it is necessary to recover the investment to advance in the technological modernization, while developing relevant human capital to increase competitiveness. In addition, the importance of lowering interest rates in order to promote consumption and drive growth was highlighted. the reactivation of trade and tourism, while physical security is reinforced and the rules of the game are stabilized to attract investment.

Among the measures proposed to improve competitiveness and productivity, the following stand out:

Promote a flexible regulatory framework in labour reform. Labour reform continues to generate uncertainty about the capacity of the different sectors to grow and generate employment. A flexible and appropriate regulatory framework must be promoted. Analyse and adjust current regulations to ensure that they are applicable to new forms of work, including digital platforms.

Mechanisms were also proposed to allow flexibility in hiring and employment relationships, in order to adapt to the specific needs of each sector and type of work, which would guarantee social protection for workers without burdening employers with rigid regulations.

In terms of health and environmental regulatory issues, it is planned that in the long term, health processes will be optimal and efficient on the part of the ICA and Invima. To achieve this, government support is required to speed up environmental procedures and permits through regulations.

On the digital front

On the technological front The aim was to protect digital infrastructure, sensitive data and ensure the operational continuity of organisations in the public and private sectors.

In the short term, it is important to create a basic cyber incident response plan that includes threat identification, containment, and mitigation. In the long term, it is important to develop a comprehensive incident response and recovery plan that includes operational continuity, data recovery, and effective communication during and after a cyber attack.

The aim is also to invest in the deployment of infrastructure (Fair Share) to close the digital divide. This effort cannot fall exclusively on operators; it is essential that the major generators of traffic on the network contribute to this investment effort.

This is how it is expected promote a fair distribution (“Fair share”) of the investments necessary for the deployment of digital infrastructure, involving both telecommunications operators and major network traffic generators.
