The bench of People’s Force presented Congressman Fernando Rospigliosi as his candidate to preside over the Constitutional Commission for the period legislative 2024-2025.
The parliamentarian was one of the main drivers of the Law granting impunity for crimes against humanitywhich would benefit the party leader, Alberto Fujimori.
As we recall, the Fujimori group has had the control of the Constitutional Commission since 2021first with Patricia Juárez, then with Hernando Guerra García and then with Martha Moyano.
The Fujimorists hope to “repeat the trick” with Fernando Rospigliosi and once again win the Chairmanship of the Constitutional Commission to continue with the approval of reforms that benefit the party.
Just as an example, we have the ruling that was approved during the Juárez administration, which eliminated the question of confidence, and the rulings that Martha Moyano tried to approve, which dissolved the JNJ and threatened the autonomy of the electoral bodies.
The other Fuerza Popular candidates for the ordinary commissions
Through a statement, the bench Fujimorist reported that, in addition to Rospigliosi, Tania Ramírez, Auristela Obando and Eduardo Castillo were chosen to run for the presidency of the Production, Foreign Relations and Agrarian commissions, respectively.
“At a meeting of Fuerza Popular, the congressmen who will be proposed for the presidencies of the Constitution, Foreign Relations, Agrarian and Production commissions for the period 2024 – 2025 were elected,” the publication reads.

Fernando Rospigliosi and his fight for the impunity law
In addition to being one of the authors of the ‘Amnesty Law’, the Fujimorist congressman staunchly defended it from its detractors and demanded that the Board of Directors schedule it in the plenary session before the end of the legislature.
When the rule was approved in the first vote, Rospigliosi He welcomed the decision of Congress and said that this law would benefit the military and PNP personnel who still have pending cases for human rights violations.
In an interview with Panamericana, he indicated that the objective of the law is to restore legality in Peru and repair injustices.
“This is about restoring legality in Peru and repairing injustices that have been committed against the military and police who defeated terrorism and prevented this horde of criminals and delinquents from enslaving Peruvians,” he explained.
The parliamentarian forgot how more than 20 years ago, When he was away from politics he condemned and criticized the amnesty law that he signed Alberto Fujimori in the 1990s.
“In June 1995, the Fujimorists in the Congress They granted amnesty to the criminals of the Colina Group. This law was signed by Alberto Fujimori, who was President of the Republic during this entire period,” he recalled in an interview with Cuarto Poder.
Rospigliosi also ignored the statements of international bodies, human rights organizations and the joint statement of specialized human rights prosecutors who warned that the law violates the right to justice, truth and reparation of victims and their families.
