With the entry into force of the second part of the 2024 tax calendar, a stage begins that for many Colombians can become a headache, since it is considered a cumbersome process that is preferably put in the hands of accountants, while the recommendation is not to let yourself get caught out in order to avoid penalties. This is about the income tax return.
In order to simplify this task and ensure that more people comply with this requirement, the National Tax and Customs Directorate (DIAN) updated the digital tools to declare income and facilitate payments, which from now on, they hope will be a process closer to citizens.

Cecilia Rico Torres, Director of Tax Management at this entity, explained that all this was done to make it easier for citizens to complete, submit and (if applicable) pay income tax and that all They are now available on the microsite that was set up on the Dian website for this task.
“There are several tools, seven in total, that aim to make it easier for citizens to file their tax return and even request their balance in their favor automatically, as long as it does not exceed 40 UVT. In the Express suggested tax return, the Dian has taken the trouble to prepare it based on the information reported by third parties of each citizen, the information it finds, the electronic invoices, the information on assets reported by the different entities required to do so,” he explained.
To strengthen databases and improve asset tracking and income of Colombians, the Dian made agreements with other state entities and thanks to this, according to Rico Torres, if I have real estate in any municipality of the country, I report it to the Dian or if I still do not have information, we also track previous declarations, what value of assets was placed.
Thus, this official hopes that in the suggested declaration, “if you accept it, the data that is there matches your economic, financial and legal reality, with just three clicks you accept it, declare and pay if you have to pay.”
The number of declarants increases
During the presentation of these new tools, Jairo Orlando Villabona Robayo, Director General of the Dian, recalled that paying taxes is a fundamental part of the country’s economic development and that thanks to the resources collected, the Government can carry out the social processes it has in mind.

“Without taxes there would be no country, there would be no resources for anything. These resources that We collect it through income tax returns, and with it we build schools, colleges, universities, hospitals, roads, bridges, highways, and all the social projects we have in the country and for the development of our nation,” he said.
He also said that “this year we expect to have around six million taxpayers, 416,000 new taxpayers, according to our estimates, and that is why we also want to make it easier for people to file their income tax returns. To this end, technological developments have been made with Dian equipment, many tests have been carried out, and thus allow it to be a very simple declaration and one that people can access very easily.”
What are the tools?
One of the main innovations announced by the tax authority is the search engine that allows citizens to verify whether they are required to file income tax returns, simply by entering their ID number and personal data on the 2023 income tax microsite. Another significant improvement is the registration process in the Single Tax Registry (RUT).
“Now, citizens can register in just five minutes without having to upload identification documents, photographs or additional personal data. This completely virtual process is available on the Dian website, allowing taxpayers to register without appointments and at any time of the day,” reported the Director of the entity.

These officials added that the presentation of exogenous information also has been optimized, with frequent updates based on changes reported by informants. All this in order to ensure that taxpayers have access to all of the information reported, including the breakdown of the filing thresholds.
In the area of electronic invoices, the Dian reported that it now offers a detailed list of invoices issued in the name of 14 million natural persons during 2023. Citizens can review these invoices and calculate the 1% deduction to which they are entitled, provided that they meet the necessary requirements, such as the invoice being in their name and the payment having been made electronically.
Finally, Form 210 has been updated, reducing the number of questions from 249 to 38, and the “Ayuda Renta” program has been introduced, an Excel tool that allows taxpayers to prepare a draft of their tax return. In addition, the automatic refund service will be implemented gradually, starting with taxpayers with balances in their favor that do not exceed 40 UVT.
