The following vehicles will not be allowed to circulate in Mexico City:
- Hologram 1 and 2: with plate ending 9 and 0 (blue sticker).
- Foreigners: with plate ending 9 and 0 (blue sticker).

In the 16 municipalities of Mexico City and the following 18 municipalities of the State of Mexico:
The towns of Atizapan de Zaragoza, Coacalco de Berriozabal, Cuautitlan, Cuautitlan Izcalli, Chalco, Chicoloapan, Chimalhuacan, Ecatepec de Morelos, Huixquilucan, Ixtapaluca, La Paz, Naucalpan de Juarez, Nezahualcoyotl, Nicolas Romero, Tecamac, Tlalneplantla de Baz, Tultitlan and the Chalco Valley
Exceptions
- Vehicles with 0 and 00 hologram.
- Electric and hybrid vehicles.
- Vehicles with public transport plates, taxis, and motorcycles.
- Emergency and service vehicles.
How much is the fine for not complying with the program?
The fine for not complying with the Hoy No Circula program is between 20 and 30 UMAS (Unidad de Medida de Actualización). Taking into account that each UMA is set at a cost of 108.57 pesos, the fine could range from 2,171.40 to 3,257.10 pesos.
