On December 15, 2022, a massacre took place in Huamanga (Ayacucho). A total of ten citizens, including a minor, were killed by members of the Peruvian Army in the context of the social protests against Dina Boluarte. Since then, an investigation has been launched to identify those responsible for this operation. More than a year later, on August 8 and 9, the reconstruction of the events will be carried out by order of the public prosecutor.
This is indicated by a resolution of the Public ministry which La República had access to. The document, dated August 2, presents the schedule of the diligence of reconstruction of the events and taking of samples for comparison for the forensic anthropological expertise. That is, in addition to artificially recreating the murders in Huamanga, it will be verified if the accused coincide with the people recorded by the security cameras on the day of the attack.
Regarding the reconstruction of the events, this will be carried out in four areas: the Conchopata sector landing strip, the southern landing strip and the airport exterior, Evitamiento road and Av. Ejército, and Alameda Andrés Vivanco Amorín Park. This means of proof, which will be attended by the suspects and their lawyers, will begin at 11:00 am and end at 3:00 pm.
Meanwhile, the sampling for comparison for the forensic anthropological examination will be carried out on the following suspects: Jimmy Alex Vengoa Bellota, Osnar Alex Oré Rafael, Iván Pablo Galarza Hinostroza, Enrique Sampén Díaz and Pinto Ybárcena Lindell Alberto. All of them must attend the proceedings wearing the military uniform they wore on December 15, 2022.
The Public Prosecutor’s Office stressed the urgency of carrying out this procedure, since it has already been rescheduled three times for different reasons. On this occasion, there was even an attempt to postpone it again. The defense of the investigated Jimmy Alex Vengoa Bellota argued that a strike would take place on that day, however, this would take place an hour and a half from Humanga, so it would not represent an obstacle for the investigation.
Prosecutors request reports on the operation
On the other hand, the Prosecutor’s Office reported the absence of the report on the execution plan of December 15, 2022. According to the deputy secretary of the Joint Command of the Armed Forces (CCFFAA), there are no reports from Major General EP. Miguel Ángel Gonzales Bohórquez, former head of the Eastern Operational Command, nor from the report of Major General EP (r) Manuel Gómez de la Torre Aranibar, former head of the CCFFAA. Despite the fact that the latter assured that he had presented said document.
For this reason, the Public Prosecutor’s Office requested the defendants mentioned above to submit the exact location of such reports.
