“Here what we need is to have another conception of the State and not only that, but the challenges we face today at the national, internal and international level, require another conception of what public management is and not to sectorize ministry by ministry, not to join or mix squares or rectangles like an organizational chart, but to try to defend a meritocratic and capable public administration. Not to do what is being done now, trying to destroy service, trying to appoint teachers and pass exams. Trying to destroy the higher education system by creating universities left and right without having professors to teach budget, etc. (…) Bureaucratic solutions to structural problems have never worked,” he said.
