OAS fails to obtain 18 votes to approve resolution on elections in Venezuela

The round of voting at the OAS to approve a resolution to demand the publication of the detailed results of the elections in Venezuela ended with 17 votes in favor, zero against, 11 abstentions and five absent delegations.


The Permanent Council of the Organization of American States (OAS) failed to obtain the 18 votes to approve a resolution that would evaluate the disputed results of the presidential elections in Venezuela. One of the objectives was to request the administration of Nicolás Maduro to publish the complete results and voting records.

The meeting began more than two and a half hours late due to disagreements over a phrase in the draft resolution, said Permanent Council President Ronald Sanders, without giving further details. The OAS call for action was made following a request from 12 member countries.

During a session called for this Wednesday, July 31, the voting round was as follows: 17 votes in favor, zero against, 11 abstentions and five absent delegations:

OAS Secretary General Luis Almagro urged Maduro on Tuesday to acknowledge his defeat in Venezuela’s presidential election. “It is imperative to know about Maduro’s acceptance of the records held by the opposition and consequently accept his electoral defeat,” the secretary general’s office said in its first statement on the electoral process.

Several foreign ministers who participated in the special meeting said there were serious doubts about the results given by the Venezuelan electoral body. “The fraud has been notable,” said Diana Mondino, Minister of Foreign Affairs of Argentina. While Roberto Álvarez, Minister of Foreign Affairs of the Dominican Republic, said that “This is the time to extend a helping hand to Venezuela.”

The resolution was expected to recognize the substantial and peaceful participation of the Venezuelan electorate in the elections held on July 28.

Likewise, we urge the National Electoral Council of the Bolivarian Republic of Venezuela to immediately publish the results of the presidential election vote at the level of each polling station, which is an essential step; and as requested by the relevant Venezuelan political actors, to carry out a comprehensive verification of the results in the presence of independent observation organizations to guarantee the transparency, credibility and legitimacy of the election results.

Declare that safeguarding fundamental human rights in Venezuela, especially the right of citizens to demonstrate peacefully without reprisals, is an absolute priority.

In addition, it is important to highlight the importance of protecting and preserving all equipment used in the electoral process, including printed minutes and results, in order to safeguard the entire chain of custody of the voting process.

And to express solidarity with the Venezuelan people and commitment to remain attentive to the situation in the Bolivarian Republic of Venezuela, requesting the Government to guarantee the security of diplomatic facilities and personnel residing in Venezuelan territory, including persons seeking asylum in said facilities, in accordance with international law, and in particular with the Vienna Convention on Diplomatic Relations.
