This Wednesday, July 31, the Executive power formally presented to the Congress of the Republic the bill that modifies the Legislative Decree No. 1266. This proposal seeks to change the name of the Ministry of the Interior to Ministry of Public Security. This action was carried out as announced by the president Dina Boluarte in his second address to the nation on July 28.
According to the website of the National Parliamentrealized that eThe Boluarte Zegarra Government sent to the table of parts of the aforementioned State poweror to refer it to a commission which will be responsible for inviting representatives of the Executive and specialists so that legislators can decide what will be the final fate of the bill announced a few days ago.

In addition, in a document sent jointly by the president Dina Boluarte and the head of the Council of Ministers, Gustavo Adrianzenthey request Eduardo Salhuana that the aforementioned initiative be processed on an “urgent basis”, according to article 105 of the Peruvian Political Constitution.
“We are pleased to address you, in accordance with the provisions of Article 107 of the Peruvian Political Constitution, in order to submit to the consideration of the Congress of the Republic, with the approving vote of the Council of Ministers, the Bill that modifies Legislative Decree No. 1266, Law of Organization and Functions of the Ministry of the Interior. We would greatly appreciate it if you would arrange for its processing as urgent, as established by Article 105 of the Peruvian Political Constitution,” the document reads.
Dina Boluarte’s government proposes changing the name of the Ministry of the Interior
According to the document I sent, The Executive Branch led by Dina Boluartethe aforementioned proposal aims to “improve and strengthen the institutional organization” to optimize the functioning of the ministry in accordance with its internal and public order competencies, as well as the shared responsibilities regarding citizen security.
“The proposed regulation aims to improve and strengthen the institutional organization to optimize the functioning of the Ministry, in exercise of the exclusive jurisdiction of internal order and public order and shared jurisdiction in citizen security. In this line, the public services provided by the institution, hand in hand with its attached officers, are evident, focused on generating a positive impact on the population, considering among them social benefits and police services in the area of internal order and public order; the migratory movement of people, control of high-risk assets for security (such as firearms, explosives and pyrotechnics); as well as public services related to the control and extinction of fires; as well as the regulation of private security services,” it states.

The government of Dina Boluarte is based on the Organic Law of the Executive Branchthe State Management Modernization standard and the State Organization guidelines.
“The regulatory proposal is based on the Organic Law of the Executive Branchin the Framework Law for the Modernization of State Management and in the State Organization Guidelines, given that the exclusive and shared powers of the Ministry of the Interior are of vital importance for the development and free exercise of the rights of all citizens,” it states.
