Deputy Luis Eduardo Camacho referred to the bill to regulate the power of the Legislature to grant amnesty and the Executive to grant pardons and reduced sentences. “I have not presented any amnesty law,” he said.
I point out that if someone finds an article indicating that amnesty is granted for political crimes, he pays for their dinner. “There is no such thing in any of his articles.”
I seek to develop constitutional norms and it is these norms that say that the Assembly can grant amnesties and that the Executive can grant insults for political crimes.
He said that he had spoken with Ricardo Martinelli about the possibility of moving to Nicaragua and that in order to do so he must first receive a safe-conduct pass. “In my opinion, if they give him a safe-conduct pass, it is not a question of whether he wants to leave or not, he should do so.”
