It should be remembered that in January 2023, the National Government implemented, through Decree 050, a measure to freeze toll rates for that year, under the responsibility of Invías and ANI. However, this decree stipulated that the rates had to be reestablished no later than December 31, 2024.
Implementation of the increase
With what would be the issuance of Resolution Number RAD_Sthe National Government begins the process of gradual increase in toll rates, in accordance with the provisions of Decree 2287 of December 29, 2023. This measure seeks to normalize the tariff scheme and guarantee the necessary financing for the maintenance and development of the country’s road infrastructure.
The resolution includes specific details on the new fare values, as set out in a draft resolution published by the Ministry of Transportation on Tuesday, July 30, 2024, Starting Thursday, August 1, the country’s toll rates will increase by 4.64%.
Toll fees will be charged taking into account the following vehicle categories:
- YO: Cars, SUVs, vans and minibuses with single-wheel axles.
- II: Buses, minibuses, minibuses with double-wheel rear axle and two-axle trucks.
- III: Three- and four-axle passenger and cargo vehicles.
- IV: Five-axle cargo vehicles.
- V: Six-axle cargo vehicles.

Article 21 of Law 105 of 1993 establishes that the Nation may charge users for the use of transport infrastructure works, with the aim of guaranteeing their maintenance, operation and development. In addition, the law indicates that the resources obtained from these charges must be exclusively destined to transport infrastructure, ensuring its sustainability. A situation that has been criticized by some Colombians.
